SOCIAL WELFARE 
The basis of a welfare system is the creation of a town 
where the handicapped and the old, those in a socially weak 
position can live full, enriching lives. 

For this to come about, it is important for each and every 
one of us to regard welfare as something that concerns us 
personally and to think and act accordingly. 

In Hita, we are widening the circle of those prepared 
to act and make our town kinder and more relaxed; 
we are making progress in building a town where the 
welfare is based on 'Equality and Participation'. 
CHILD WELFAR„E AND SlNGLE-PARENT FAMILIES 

With the increase in the number of nuclear families, and 
of work opportunities for women, child-care needs have 
become more diversified. 

For this reason, we are trying to provide the information 
on child-care that is often lacking; 
on the education and training of children, on helping 
handicapped children participate in society, on juvenile 
delinquency, and so on.

 As for single-parent (mother-and-child) families, 
we are helping them become independent by stabilizing 
their economic foundations, and are also striving 
to help build a sound home environment through the 
strengthening of our counselling services. 
WORKERS' WELFARE 

When the working population can fully enjoy their leisure 
time, and the public welfare system is firmly established, this 
guarantees a good labor force, with a stronger will to work 
and helps the Hita of tomorrow. 

For this reason, we are promoting various cultural, 
educatlonal athletic and recreational activities, based at 
the Workers' General Welfare Center, and in cooperation with 
the Working Youth Clubhouse and the Ohara Sports Park. 

In this way we are engaged in making the town comfortable 
and rewarding for our workers.
